Virginia is an “open primary” state. This means you can choose the political party’s ballot you wish to vote. This decision does not register you with that party, and it is a private decision. If both the Democratic and Republican parties hold primaries on the same day, voters must choose which party ballot they wish to vote, per Virginia Code § 24.2-530. A voter cannot vote both ballots.
